第一章 總則
Chapter 1 General Provisions
第一條 目的
Article 1 Purpose
「越華國際學校學生家長委員會」（以下簡稱「本會）旨在促進家長與學校之間的溝通與合作，共同推動學生的全面發展，營造良好的教育環境特訂定本組織章程。
The "VHIS Parent Association Committee" (hereinafter referred to as "the Committee") aims to promote communication and cooperation between parents and the school to jointly foster students’ holistic development and create a positive educational environment.
第二條 性質
Article 2: Nature
本會是一個非營利性、自願性、獨立運作於學校校務體系的家長組織，協助學校提升教育質量，增強學生的學習與成長機會，扮演學校與家長，學生之間的橋樑。
The Committee is a non-profit, voluntary, and independent parent organization within the school structure, helping to enhance educational quality, support student learning and development, and act as a bridge between the school, parents, and students.
前項所稱家長，指學生之法定代理人或其他實際負擔學生教養責任之人。
The term “parent” as mentioned above refers to the student’s legal guardian or any individual who bears actual responsibility for the student’s upbringing.
第三條 會員
Article 3: Membership
一‚、本校學生家長會會(以下簡稱家長會)會員由越華國際學校在學學生的家長或監護人組成，凡願意遵守本章程經選舉產生之班級代表委員並積極參與活動者，委員依據需求由多國籍家長組成。
Members are composed of parents or guardians of enrolled VHIS students. Committee members are elected, agree to follow this charter, actively participate in activities, and represent a multinational parent body.
二、出席權‚被選舉權‚發言權‚提案權‚表決權。
The rights to attend, to be elected, to speak, to propose motions, and to vote.
三`班級代表選舉權‚罷免權及被選舉權。
The rights to elect, to recall, and to be elected as class representatives.
四、分享本會所提供之各項活動。
Share the various activities provided by the club.
五、參與本會所舉辦之各項活動。

Participate in various activities organized by the club.
第四條 本會宗旨及任務
Article 4: Purpose and Responsibilities of the Committee
一、維護家長教育參與權之行使。
Safeguard students’ right to learn and their right to education.
二、協助學校教學及輔導活動。 Assist the school in teaching and guidance-related activities.
三、依法規推選代表，出席校務會議、及參與其他學校事務。 Elect representatives in accordance with regulations to attend school affairs meetings and
participate in other school matters.
四、協助改善學校設備。 Help improve school facilities.
五、促進家長與學校之相互瞭解及和諧關係。 Promote mutual understanding and a harmonious relationship between parents and the
school.
六、參與學校教育品質提升之相關活動。 Participate in activities aimed at enhancing the quality of school education.
七、推動家長會會務協助學校處理重大偶發事件及學校教師學生間之爭議
Promote parent-teacher association affairs to assist the school in handling major incidents and disputes between teachers and students
八、執行家長會組織章程所規定之相關事項
Carry out relevant matters stipulated in the Parent Association Articles of Association
九、選舉或罷免家長會長
Elect or remove the PTA president
第五條 本會會員之義務如下： Article 6: Duties of Committee Members
一、遵守本會章程、有關規章及各項決議。 Abide by this charter, related regulations, and all committee resolutions.
二、宣揚本會宗旨，推行本會任務。 Promote the Committee’s purpose and carry out its responsibilities.
三、促進溝通：加強家長與學校之間的聯繫，反映家長的建議與意見。
Promote Communication: Strengthen connections between parents and the school, and reflect
parents’ suggestions and opinions.
四、支持教育：協助學校開展教育活動，如學術講座、才藝比賽、課外活動等。
Support Education: Assist the school in organizing educational activities such as academic
lectures, talent competitions, and extracurricular programs.
五、提升社區合作：與其他家長團體、社區組織合作，共同推動學生發展。
Enhance Community Collaboration: Work with other parent groups and community
organizations to support student development.
六、舉辦活動：組織親子活動、家長培訓、學生活動等，以增強學校氛圍。
Organize Events: Coordinate parent-child activities, parent workshops, and student events to
enrich the school environment.
七、繳納會費。
Pay membership dues.
第二章 組織及任務

Chapter 2: Organization and Responsibilities
第六條 本會架構
Article 6: Parents Association Organization
家長委員會設置 人由會員代表就班級代表中選舉組成之，任期一年，連選得連任，兩任為限：
The Committee shall include the following key roles, each with a one-year term, renewable once for a maximum of two consecutive terms:
一
. 會長（1名）：負責主持會議、統籌工作、代表本會與校方溝通。
President (1 Rep.): Preside at meetings, coordinating projects, liaise with administration.
二.副會長(1名):由第 二高票出任,協助會長處理各項家長會事宜° Vice President (1 position): Shall be assumed by the candidate with the second-highest votes assisting the President in handling all Parent Association matters.

. 秘書長（1名）：負責會議記錄、文件管理、會議通知等行政事務會長指派。
Secretary (1 Rep.): Responsible for meeting minutes, document management, and issuing meeting notices.
三
. 財務募款委員（1名）：負責財務收支管理、預算編制及報告，策劃與執行募款活動，聯絡贊助，報告結果。
Finance and Fundraising (1 Rep.): Responsible for financial management, budget planning and reporting; organizing and executing fundraising activities; coordinating with sponsors and reporting outcomes.

. 活動宣傳統籌（1名）：策劃與執行家長會舉辦的各類活動。負責家長會新聞、公告、社交媒體與學校相關活動宣傳工作。(祕書長兼代)
Public Relations and Activities Team (1 Rep.): Plan and execute various events organized by the Parent Association. Responsible for Parent Association news, announcements, social media, and promotion of school-related activities.
五
. 課程組（1名）：列席課程研發會，適時給予校方家長的意見要有教育相關背景。
Curriculum Advisory Team (1 Rep.): Attend curriculum development meetings and provide timely parent feedback to the school.
六. 監察委員:由第三高票出任。
Supervisory Committee Member: Appointed by the third highest number of votes.
七. 功能委員: 由當屆會長提出組成。
Functional Committee: proposed by the current president.
第三章 選舉及罷免Chapter 3: Elections and Recall
第七條 本會會長.顧問
Article 7: Committee President
一.由班級代表於每學年首次會議(開學第三週前)時，2/3 (三分之二)以上班級代表出席提名，投票(採不記名方式)選出選舉方式產生本會會長一職。任期一年，每年改選新任，連選得連任一次。
The President shall be nominated with the attendance of at least two-thirds of committee members and elected by anonymous vote. The President is selected through mutual recommendation among members. The term is one year, renewable once through re-election.
二.同一家庭之家長，以一人被推選為班級代表為限。班級家長會如出席未達該班學生家長之半數者，仍得開會並選(推)出班級代表。

Only one parent or guardian per family may be elected or nominated as a class representative. If fewer than half of the parents attend the class parent meeting, the meeting may still proceed and elect or nominate a class representative.
三.本會為提供教育諮詢並協助學校永續發展得聘僱問任期一年。
第八條 委員會之代表
Article 8: Grade-Level Representatives
每個班級最少選舉一名家長為班級代表，負責反映各年級家長意見，並協助本會推動核定專案與計畫。
Each class shall elect at least one parent to serve as a class representative, responsible for reflecting the views of parents at each grade level and assisting the Association in promoting approved projects and initiatives. The school's committee must include at least one class representative from the kindergarten level.

Article 9: Committee Advisors
會長得以聘請「顧問」協助本會會務推廣、經費贊助。「「顧問」無選舉與被選舉本會委員與會務決策投票權。
The President may appoint “Advisors” to assist in promoting Committee affairs and securing sponsorship. Advisors do not hold the right to vote, be elected, or participate in Committee decision-making processes.
第三章 會議
Chapter 3: Meetings
第十條 會議類型
Article 10: Types of Meetings
班級家長會應於每學年第一學期開學後三星期內召開首次會議，由班級導師召集之；會議時，由出席家長互推只少一人為班級代表。家長、家長會委員因故不能出席，得以書面委託其他家長、或委員代行其權利。每一家長、會員代表或委員以委託一人為限；受託者以接受一人之委託為限。
The class parent meeting shall hold its first session within the first three weeks of the school year, and it shall be convened by the homeroom teacher. During the meeting, attending parents shall mutually nominate one parent to serve as the class representative. If a parent or committee member is unable to attend the meeting, they may authorize another parent or committee member in writing to act on their behalf. Each parent, member representative, or committee member may authorize only one proxy. Each proxy may accept authorization from only one person.
一、 家長會會議：首次常會應於每學年第一學期開學之日起一個月內召開，每學期於開召開
一次，由董事長，校長及會長參與。
Parent Committee Meeting: The first regular meeting shall be held within one month of the
start of the first semester each school year, with one meeting per semester attended by the
Chair of the Board, the Principal, and the President of the Committee.
二、 定期會議：每學期召開兩次，由全體會員參與。

Regular Meetings: Held twice each semester and attended by all members.
三、 臨時會議：遇特殊情況，可由會長或(1/3)三分之一以上會員提議召開。
Special Meetings: In special circumstances, may be convened at the proposal of the President
or one-third of the members.
四、 會議通知：所有會議需於14 天前發出通知。
Meeting Notices: All meetings must be announced at least 14 days in advance.
第十一條 決策機制
Article 11: Decision-Making Mechanism
一、重大事項應經過家委會會員提案，經三位聯署人，至少2/3(三分之二)出席人附議後，獲
得與會人數過半數通過方可執行。
Major matters must be proposed by a committee member, with at least three co-signers and
the support of at least two-thirds of those present, and may only be implemented upon
approval by a majority vote of attendees.
二、財務支出超過一定金額（由家長會內部議定）需經過委員會同意。
Financial expenditures exceeding a specified amount (as agreed upon internally by the Parent
Committee) must be approved by the Committee.
三、會長在緊急情況下可作出決定，但須於會後向家長會成員報告。
The President may make decisions in urgent situations, but must report to the Parent
Committee members afterward.
第四章 經費管理
Chapter 4: Financial Management
第十二條 經費來源
Article 12: Sources of Funding
一、
學生收取(家長會費)。
Students are charged (parent-teacher conference fees)
二、
會長，副會長，家長委員(另訂收費標準) 。
Collected from students.
三、會員自願捐款。
Voluntary donations from members.
四、舉辦活動籌募資金。
Fundraising through organized events.
五、社會贊助。
Sponsorship from the community.
六、其他合法收入。
Other lawful sources of income.
第十三條 財務管理
Article 13: Financial Management

一、財務長應建立帳目，並定期向會員公開財務狀況。
The financial officer shall maintain financial records and regularly disclose the financial status
to members.
二、所有開支須有憑證，並經過監察委員審查。 All expenses must be supported by vouchers and reviewed by the supervisory committee.
三、年度大會時需進行財務報告，確保透明度。
A financial report must be presented at the annual general meeting to ensure transparency.
四、經費管理：專户專款，即由獨立帳户保管會費，僅用在收取和開支家委會的費用。此帳户由家委會指派的財務委員開立帳戶保管。。
Fund management must follow the principle of dedicated accounts for designated funds, with
membership fees kept in a separate account used solely for committee income and expenses.
The account may be opened either by the school on behalf of the Parent Committee or
independently by a committee member.
第十四條 本會經費用途如下
Article 14: Usage of Committee Funds
一、本會辦公費支出。
Administrative expenses of the Committee.
二、支援學校充實教學設備及改善教育環境支出。
Support for improving teaching equipment and the educational environment.
三、辦理親職教育及親師生休閒聯誼支出。
Expenses for parent education and parent-teacher-student bonding or leisure activities.
四、協助學校辦理各項教育活動支出。
Assistance with various educational activities organized by the school.
五、學生獎助及慶弔、慰問支出。
Student scholarships, awards, condolences, and care-related expenses.
六、其他經家長委員會同意之必要支出
Other necessary expenses approved by the Parent Committee.
第十五條 財務報告
Article 15: Financial Reporting
本會經費收支之財務報告表於每學年結束時編列，經家長委員會審核後，提下屆會員代表大會報告及審議。
A financial statement of the Committee’s income and expenditures shall be compiled at the end of each school year, reviewed by the Parent Committee, and presented to the next general assembly for reporting and deliberation.
第五章 附則
Chapter 5: Supplementary Provisions
第十六條 章程修改
Article 16: Charter Amendments
本章程可由本會委員會提出修改議案，三分之二以上班級代表出席，出席的二分之一班級代表同意通過後，公佈生效。

Amendments to this charter may be proposed by the Committee and shall take effect upon approval by at least two-thirds of the members at the annual general meeting.
第十七條 章程解釋
Article 17: Charter Interpretation
本章程由本會會長負責解釋，若有未盡事宜，由家長會委員會按本章程第三章第13條決定。
This charter shall be interpreted by the President of the Committee. Any matters not covered shall be decided by the Parent Committee in accordance with Article 13 of Chapter 3.
第十八條 生效日期
Article 18: Effective Date
本章程自通過之日起生效，並適用於越華國際學校家長委員會的所有會員及活動。
This charter shall take effect from the date of its approval and shall apply to all members and activities of the VHIS Parent Committee.
第十九條
Article 19
本會應配合學校於每屆第一次會員代表大會開會後一個月內，將會議紀錄與委員會員、會長、副會長及相關之名冊，繳交一份至越華國際學校備查，會長異動時，亦同。
The Committee shall, within one month after the first general assembly of each term, submit the meeting minutes and the name list of the Committee, Executive Members, President, Vice President, and Officers to VHIS for record; any change in the President must also be reported.
第二十條
Article 20
本組織章程經會員代表大會審議通過後實施，修正時，亦同。
This organizational charter shall be implemented upon approval by the general assembly and likewise for any amendments.
